Interoperabilidad tecnológica y capacidad de respuesta estratégica en gobiernos locales

La investigación abordó la limitada interoperabilidad tecnológica en los gobiernos locales, evidenciada en sistemas fragmentados, dificultades para compartir datos y capacidades desiguales para transformar la información en decisiones oportunas. El objetivo fue analizar la relación entre la interoperabilidad tecnológica y la capacidad de respuesta estratégica en gobiernos locales. Se aplicó un enfoque cuantitativo, no experimental, longitudinal y retrospectivo, sustentado en análisis documental de estudios, informes técnicos y fuentes institucionales publicados principalmente entre 2022 y 2026. Se utilizaron métodos analítico-sintético, comparativo, inductivo-deductivo y estadístico, junto con técnicas de estadística multivariante. Entre los resultados más relevantes, Panagiotopoulos et al. analizaron 255 de 325 municipios griegos, equivalente al 78,5%, mientras que Sayogo et al. estudiaron 21 funcionarios pertenecientes a 18 dependencias públicas. La evidencia mostró que la integración de sistemas, la calidad de los datos, la capacidad analítica y la agilidad institucional se relacionaron favorablemente con el desempeño y la respuesta estratégica. Se determinó que la interoperabilidad tecnológica generó mayor valor cuando estuvo acompañada de coordinación, aprendizaje organizacional y capacidad para reconfigurar procesos.
